Under the LEARNS Act (Act 237 of 2023), every public high school student in Arkansas must complete at least 75 clock hours of documented community service in grades 9 through 12 to graduate, beginning with the Class of 2027. The state sets no minimum for any one grade. Students who transfer in after ninth grade or graduate early owe 15 hours for grade 9 and 20 for each later grade they spend in an Arkansas public school. Each school board decides what counts and may waive the requirement for a student in extenuating circumstances.

Who has to complete the 75 hours?
Every student at an Arkansas public high school or open-enrollment public charter school, starting with the Class of 2027. The law does not cover private school or homeschooled students, though many private schools set service requirements of their own.
Is there a minimum number of hours each year?
No. The state sets no minimum for any grade and no limit on how many hours a student can earn in a year, so a student who finishes all 75 by the end of tenth grade is done. Some districts suggest yearly benchmarks so seniors are not starting from zero, and a goal in Helper Helper can show progress against them.
What about students who transfer in or graduate early?
They need 15 hours for ninth grade and 20 for each of grades 10, 11, and 12 that they attend an Arkansas public school. A student who moves to Arkansas as a junior needs 40.
When can students start earning hours?
The day after eighth grade ends. The state rules count the summer before ninth grade as part of grade 9.
What counts as community service?
Each school board's policy decides. The state rules allow service in or outside Arkansas, before, during, or after school, with schools, churches, nonprofits, government offices, and other organizations the board recognizes. Hours a student already earns for a class, a club, or an honor society can count too.

Can a student get a waiver?
